According to a report prepared by the United Food and Commercial Workers International Union, "based on the sample of 32 high incident Wal-Mart stores and 30 Target stores, with the data for two Target stores counted twice, a striking difference existed between the rates of serious or violent crime incidents at Wal-Mart stores versus nearby Target stores." Data is for 2004.

What is the definition of "high incident" and are the Wal-Mart and Target stores equal in number of employees and number of customer traffic? If chart compares a super Wal-Mart to a much smaller Target store, it would be comparing a larger population to a smaller, and differences would be expected.
