Apparently this graph indicates that small percentages of offending areas/volumes will exceed the criteria for far longer than large percentages, which makes sense. The larger an area is, the more likely people are to notice and clean it.
I'd like to know what "criteria" is being exceeded. Although, as Greg stated, its good that large problems are being noticed. However, I still think it's concerning that some areas still have 10% that doesn't exceed the criteria until they get really large. In comparison to 100%, this isn't a lot, but in the bigger picture, lots of 10%s can add up!
