trying to see if there is a correlation between greenhouse emissions and the number of disasters declared in the US since 1980. does not appear to be the case. —swoodie

So ... why per-capita? The US population was 231 million in 1980, 300 million in 2006 (that's a 30% increase). Even if per-capita greenhouses are stable over time, total greenhouse emissions, in the US and elsewhere, are growing.
