i think the scandinavian countries are top producers of paper as well... a swedish friend grew up in a town where the main industry was paper production. i don't know where i can find data on it, though, it does make sense that the top producers might get paper cheaper which would also encourage high consumption.
Some of the lowest consumers of paper (Germany and Sweden) are also the best recyclers (at rates of 70% and 63% respectively). However, the US consumes a high amount of paper but only has recycling rates of about 42%. Bad numbers for the US.
