I do not understand this graph. I think it would be easier to understand if the data was arranged differently, and also, I don't understand what this graph is supposed to be showing us. What does the label "Count of State with Major Polluters" mean, and why are all of the counts at 1?

I agree with this data. It seems to me that all states have an exponentially increasing amount of polluters. The Federal Government needs to do something about this in order to stop the 1 from increasing to 2 or God forbid 3.
