The EU is a Party to the United Nations Framework Convention on Climate Change (UNFCCC), and has committed itself under the Kyoto Protocol to an 8% reduction in EU greenhouse gas emissions by 2008-2012, compared to 1990. Few of the DAC Part I countries have signed the Kyoto Protocol, but they are recognized as being especially vulnerable to the adverse impacts of climate change.
