The PERC survey of small businesses in the New Orleans and the Biloxi-Gulf Port metropolitan service areas (MSAs) asked small business owners about the state of the business immediately following Katrina and in the time period since.

While insurance ranks as the most significant challenge for all small business owners regardless of ethnicity, there are appreciable differences among the major ethnic groups tracked in the survey.
